When I design websites, the graphic design is the last thing I do. I always start by compiling a list of requirements, and then build a wireframe prototype around them. Depending on how much the client is paying me I'll usually test this prototype for usability. Only then will I start thinking about graphic design. You didn't mention avoiding flash navigation and content, it should be avoided as it is not readable by search engines, ,screen readers (for people with poor eyesight) or older browsers. I suppose the only other thing I'd be sure to add is to be careful with how you design your text. For long passages of text, you should always use dark text on a light background, and a sans-serif font. Headings, small passages of text, navigation and footers should all be ok on a dark background, it just gets hard to focus on the lighter text for longer periods - so if you want people to read it, make it easy.
